Lead three coordinators, with direct exposure to Council’s Director, GM and Councillors.

Welcome to Walcha Council. Walcha is a small regional council with a big geographic footprint and a strong sense of who it is. What sets it apart is how it works as much as what it delivers. Staff regularly go beyond what’s expected, whether that’s delivering wraparound services across every stage of life or taking care of the small, practical things that matter to people. It’s a place where people step in, take ownership and get things done.

It’s also a council on the move. Several senior leaders have joined in the past 6 to 12 months with a clear mandate to strengthen capability, modernise systems and lift how Council operates and presents itself. This isn’t an organisation standing still, and you’ll be part of shaping what comes next.

Clean water, reliable waste collection, streets that work: your job is to keep them running and plan for what’s next. Walcha Council is seeking a full‑time Manager Urban & Utilities in Walcha, NSW, reporting to the Director of Infrastructure & Development. You’ll lead three coordinators across water, waste and urban services, and build the asset management and forward planning the function has never had.

Your responsibilities include, but are not limited to:

  • Leading and mentoring three coordinators across water, waste and urban services
  • Developing long‑term asset management and refurbishment plans
  • Preparing statutory reports, business cases and correspondence for Council
  • Managing budgets, contracts and tenders for maintenance and capital works
  • Building strong relationships with contractors, government agencies and the community
  • Balancing strategic planning with hands‑on operational oversight
  • Representing Council on infrastructure matters with the Director, GM and Councillors

To qualify, you’ll need tertiary qualifications in civil or environmental engineering, environmental science or a related discipline, experience managing water, wastewater and/or waste services. The following will be highly valued:

  • Qualifications in Project Management, Leadership or Asset Management
  • Knowledge of environmental legislation relating to waste and water supply
  • Membership of a relevant professional organisation
  • A broad understanding of water, waste and urban services

Technical expertise matters, but leadership makes the difference. You’re a hands‑on manager who builds capability in your team, stays composed under public scrutiny, and makes sound calls when every priority feels urgent.

You’ll receive a competitive salary starting from circa $120,000 depending on your skills and experience, plus 12% superannuation and allowances. You’ll also enjoy:

  • A fully maintained vehicle with private use option, plus fuel card, phone and tablet
  • Relocation assistance of up to $5,000, plus temporary share‑house accommodation
  • An RDO every third week
  • Genuine scope to shape strategy alongside Council’s leadership
