Located in Western Port on the Mornington Peninsula (70km south-east of Melbourne), the Port of Hastings is a Victorian state-owned commercial port. The Port of Hastings Corporation (PoHC), a Victorian Government owned entity within the Department of Transport and Planning (DTP) portfolio, manages landside port operations and infrastructure.

For 60 years, the Port has provided a critical gateway for Victoria’s supply chain and energy sectors, handling approximately 25% of Victoria’s fuel imports. PoHC is committed to operating a safe, sustainable and vibrant deep-water port, while supporting the State’s broader transport, infrastructure and economic objectives. With the development of the Victorian Renewable Energy Terminal (VRET), PoHC is also playing an important role in Victoria’s clean energy transition and supporting the future of offshore wind.

This is a newly created role supporting the planning, coordination and delivery of procurement for the proposed Victorian Renewable Energy Terminal (VRET). You will help build the VRET project procurement function, including processes, systems, reporting and continuous improvement.

Key responsibilities include:

  • Developing procurement strategies, plans and sourcing approaches aligned with project objectives, timelines and governance requirements
  • Leading EOI, RFQ and RFT processes from planning through to award, including coordinating evaluation panels
  • Leading tender negotiations and supporting contract finalisation, award and handover to Contract Administrators
  • Coordinating input from legal, finance, technical, insurance and probity advisers
  • Establishing procurement governance frameworks, registers and reporting, and managing probity, conflict of interest and compliance obligations
  • Providing procurement and commercial advice to project leadership on market conditions, options, risks and opportunities

  • Strong experience procuring professional services and consultancy packages, and running competitive tender and evaluation processes
  • Understanding of Victorian Government procurement requirements, with experience working within the Ministerial Directions for Construction highly regarded
  • Strong procurement governance, probity and risk management capability, including establishing controls, registers and reporting
  • Sound commercial judgement and strong negotiation and stakeholder management skills
  • Excellent written communication, including briefings and reports for senior leaders
  • Advanced Excel skills, including data analysis and financial modelling
  • Previous experience in a government or port authority environment is desirable
