Shape one of regional Queensland’s most significant transformation agendas. Build the capability, culture and change framework that will help create One TRC.

Toowoomba Regional Council has commenced a multi-year transformation program to strengthen how they work, make decisions and deliver services across the organisation and to its community. The vision is simple but ambitious: One TRC. An organisation that is more connected, collaborative and future-focused.

To help deliver this vision, Council is seeking an experienced Program Lead: Organisational Change to play a central role in one of the most significant organisational change initiatives undertaken by Council in recent years.

The Opportunity

Reporting to the Head of Transformation and Change, this role sits within the newly established Transformation Program Office and will lead the organisational change workstream across the broader transformation agenda. This is not a traditional change management role where a framework already exists and implementation has already been planned. Instead, you will have the opportunity to help establish Council’s enterprise-wide change approach while supporting a transformation agenda spanning organisational realignment, leadership capability, culture, ways of working and long‑term effectiveness.

You will work closely with leaders across Council to create practical approaches to change, build organisational capability and introduce meaningful measures that demonstrate adoption, progress and benefits over time.

Key Responsibilities

  • Lead the organisational change workstream and support implementation of Council’s initial organisational realignment and subsequent branch‑level transformation.
  • Design and embed a practical enterprise change framework, including fit‑for‑purpose methodologies, governance, tools, templates and reporting.
  • Partner with leaders to assess impacts, build readiness, manage transitions and strengthen their capability to lead and sustain change.
  • Help shape the culture, behaviours and ways of working required to support greater collaboration, accountability and the One TRC vision.
  • Establish meaningful adoption and benefits measures that provide visibility of progress, stakeholder readiness and long‑term transformation outcomes.

The role requires someone who is equally comfortable operating at a strategic level and rolling up their sleeves to drive practical outcomes.

What Success Looks Like

The Program Lead will establish a practical and sustainable enterprise change capability, equip leaders to manage change effectively, support the adoption of new structures and ways of working, and ensure the benefits of transformation can be measured and demonstrated over time. Ultimately, success will be reflected in Council operating more effectively as One TRC, supported by stronger collaboration, clearer accountability and an enduring internal capability to lead future change.

Why We Love This Opportunity

There are very few opportunities that offer this combination of impact, autonomy and legacy. You will join at the beginning of a major transformation and help shape how Council delivers change into the future. You will work closely with executive leadership, contribute to a CEO‑sponsored agenda and play a central role in building the frameworks, capability and culture that underpin long‑term organisational success. Beyond the professional challenge, the role provides an opportunity to create a lasting organisational legacy and ultimately contribute to better outcomes for the communities and customers Council serves.

About You

You are an experienced organisational change practitioner who has successfully delivered complex transformation, organisational redesign, operating model, workforce or culture change initiatives at a scale. You combine strategic thinking with a practical, hands‑on approach and are equally comfortable shaping frameworks and influencing senior stakeholders as you are driving implementation and delivering measurable outcomes. You bring a collaborative, solutions‑focused style and enjoy partnering with leaders to build capability rather than create dependency.

Comfortable working within ambiguity, you can establish structure where little exists, exercise sound judgement and maintain momentum as priorities evolve. You are self‑directed, able to manage your own priorities and capable of taking ownership of significant work while remaining a trusted thinking partner to senior leaders.

Importantly, you possess the emotional intelligence to meet stakeholders where they are. You understand that meaningful and sustainable change is achieved by bringing people on the journey through trust, credibility and genuine engagement, rather than pushing too hard for short‑term outcomes. You know how to balance pace with pragmatism and are motivated by creating long‑term behavioural and organisational change that endures beyond the life of the program.

Demonstrated capability in benefits realisation, change measurement and enterprise‑wide transformation will be highly regarded. Your experience may have been gained within government, higher education, health, infrastructure, utilities, aged care, a large not‑for‑profit organisation or another complex operating environment.

Location and Flexibility

This role is based in Toowoomba. Hybrid working arrangements are available. However, this is a highly relational role requiring meaningful engagement with leaders, teams and stakeholders across the organisation. Candidates should expect a regular on‑site presence rather than a predominantly remote arrangement. Relocation assistance may also be available for exceptional candidates, subject to Council approval.

Remuneration

This Level 8 position's remuneration band is $128,155.76 - $144,499.17 plus super and leave loading.

If you are an experienced organisational change leader who enjoys shaping strategy, building capability and delivering meaningful transformation that leaves a lasting legacy, we welcome a confidential conversation.
