At DCCEEW, we are looking for an experienced IT Program Manager to lead complex technology programs and other priority initiatives across the department. The role provides strategic leadership to transition transformation programs from delivery into ongoing operations.

About the role

The IT Program Manager leads the delivery, governance and strategic oversight of complex, multi-project technology programs. Working with senior executives, business owners, technology teams and delivery partners, you will drive the successful delivery of digital systems and business improvements while managing risks, dependencies and stakeholder expectations. The role balances delivery of an existing product roadmap with emerging portfolio priorities, providing strategic leadership, governance and program management expertise across a complex operating environment.

Key responsibilities

  • Lead and manage multi-project programs, including planning, prioritisation, governance, risk management, delivery oversight and executive reporting.
  • Provide strategic direction for the design, implementation and continuous improvement of digital systems, platforms and associated services.
  • Establish effective program controls, assurance processes, steering arrangements and reporting aligned with NSW Government and departmental frameworks.
  • Lead multidisciplinary teams of project managers, business analysts, technical specialists, vendors and contractors.
  • Manage program budgets, procurement, resource planning, supplier performance and contractual outcomes to deliver value for money.
  • Build trusted relationships with senior executives, business owners, delivery partners, technology providers and external stakeholders.
  • Oversee complex risks, issues, dependencies and change impacts while supporting business continuity and compliance.
  • Provide clear, evidence-based advice and briefings to executives and governance forums.

About you

You are a collaborative and outcomes-focused program leader who can navigate ambiguity, competing priorities and complex stakeholder expectations. You combine strategic thinking with disciplined delivery and can translate technical and program information into clear advice for different audiences.

You will bring:

  • Extensive experience leading large, complex digital transformation or business systems programs in government or a similarly complex environment.
  • Demonstrated experience establishing program governance, delivery frameworks, risk management and stakeholder engagement processes.
  • Experience leading multidisciplinary teams and managing vendors and service providers to achieve strategic outcomes.
  • Strong knowledge of program and project management methodologies, digital systems delivery, business transformation and continuous improvement.
  • Highly developed communication, influencing and negotiation skills, with the credibility to work with senior stakeholders.
  • Knowledge of NSW Government program delivery, procurement and governance frameworks, which is desirable.

Tertiary qualification or relevant professional certification in project management and/or related equivalent experience in a project or program leadership role.
