Our mission is grounded in respect, inclusion, and the belief that everyone deserves access to quality services tailored to their individual needs.

We are seeking an experienced Executive Operations Manager (NDIS/TAC) to join Disability Connect Victoria in a full-time capacity, based in our Warragul office (VIC 3820). This is a strategic leadership position that will be fundamental to the success and efficiency of our operations across NDIS and TAC (Transport Accident Commission) services.

In this role, you will oversee the day-to-day operations of our services, ensuring seamless delivery of support to our clients whilst maintaining compliance with funding body requirements and regulatory standards. You will lead operational teams, manage budgets, implement systems and processes, and drive continuous improvement across our services. This position reports to senior management and has significant influence over how we deliver our mission to vulnerable and disadvantaged groups in our community.

Key responsibilities:

  • Oversee and manage the daily operations of NDIS- and TAC-funded services, ensuring quality outcomes for clients and compliance with all regulatory requirements.
  • Lead and supervise operational teams, including recruitment, training, performance management, and professional development of staff.
  • Develop and implement operational policies, procedures, and systems that promote efficiency, quality service delivery, and safeguarding standards.
  • Manage operational budgets, monitor expenditure, and ensure effective use of resources across both NDIS and TAC services.
  • Ensure NDIS and TAC funding compliance, including participant goals alignment, support planning, claims management, and audit readiness.
  • Monitor and report on key performance indicators, service quality metrics, and client outcomes to inform strategic decisions.
  • Liaise with NDIS, TAC, and other external stakeholders to maintain strong relationships and address any concerns or opportunities.
  • Implement and maintain robust systems for client data management, reporting, and documentation in accordance with privacy and confidentiality requirements.
  • Lead continuous improvement initiatives to enhance service delivery, operational efficiency, and staff engagement.
  • Support the Director's and Executive management team in strategic planning and contribute to the development of DCV's upcoming new service expansion opportunities.

What we’re looking for:

  • Proven experience (5+ years) in operations management within the disability services, community services, or not-for-profit sector is essential.
  • Demonstrated expertise in NDIS operations and compliance, including participant planning, funding mechanisms, and audit requirements.
  • Experience managing TAC-funded services is highly desirable.
  • Strong people management skills with the ability to lead, motivate, and develop teams in a compassionate and inclusive environment.
  • Excellent financial management and budgeting capabilities.
  • In-depth knowledge of disability sector regulations, standards, and best practices, including the Disability Services Quality Standards.
  • Proficiency with operational management systems and data management platforms commonly used in the disability sector.
  • Strong communication and stakeholder management skills, with the ability to engage effectively with clients, families, staff, and external organisations.
  • Problem-solving mindset with the ability to implement practical solutions to complex operational challenges.
  • Commitment to person-centred care and the values of dignity, respect, and inclusion.
  • Current understanding of quality safeguarding, risk management, and quality assurance frameworks.
  • Tertiary qualification in business management, operations management, or a related discipline is highly regarded.

What we offer:

  • Above-award, competitive salary and conditions aligned with the community services sector.
  • Professional development and training opportunities to support your career growth and sector knowledge.
  • A supportive and collaborative workplace culture that values psychosocial safety, diversity, inclusion, and wellbeing.
  • Flexible working arrangements wherever possible to support your work-life balance.
