Executive Level 2

The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content.

This work underpins our vision for a connected, informed and entertained Australia.

About the role

Are you concerned about the large number of Australians who are impacted by unwanted calls and messages? Do you want to help stop scammers targeting Australians via their phones? Do you want to be a part of a team that delivers meaningful outcomes? If so, keep reading. You might be the ideal person to help us implement and maintain the laws that give people more confidence to pick up the phone or open their messages.

This role is an opportunity to make a difference for Australians through investigation and enforcement outcomes that serve as deterrence to industry. It will involve leadership and development of people, quickly gaining a strong understanding of multiple regulatory frameworks, working creatively and with purpose to achieve outcomes, and delivery of agency compliance priorities, as set out on the ACMA’s website here.

On any given day, you will ensure the team are focussed on meeting agency strategic priorities - ensuring outcomes are timely and accurate; you will draft, review and clear investigations and enforcement documents; you will manage a budget and meet corporate accountabilities – including reporting; you will provide advice, support, direction and performance management to a team of around 7 people; you will collaborate closely with teams with related functions and play a role in agency, Divisional and Branch governance and culture and capability building.

The team you will manage has a strong track record of achieving outcomes, and we are looking for someone to take it to the next level in terms of performance and outcomes.

All EL2 officers are expected to meet the Integrated Leadership Profile (ILS) for the EL2 classification and the APS Code of Conduct, and support and build the ACMA Values and Culture (we are purposeful, curious and questioning and collaborative).

Your responsibilities will include:

  • The delivery of strategic and corporate priorities.
  • Leading a team, including building their capability, driving high performance and quickly addressing under performance.
  • Contributing to the leadership of the Branch, Division and Agency, via leadership forums and corporate contributions.
  • Leading and exemplifying a healthy and safe working environment, modelling, promoting and supporting integrity, ethical behaviour and practices under the APS Code of Conduct.
  • Research, analyse and interpret complex information to inform decisions, rulemaking, consultation, and compliance / enforcement activities.
  • Leading the interpretation and application of legislation and regulatory frameworks to complex investigation and enforcement matters.
  • Providing high quality and timely written and verbal advice to a broad range of internal and external parties, including Authority members, the Senior Executive and decision makers.
  • Preparing and presenting briefs, memos, investigation reports, and publications on complex matters.
  • Exercising sound judgment under a risk-based framework when assessing complex, sensitive and time critical matters.
  • Working collaboratively with a broad range of internal and external stakeholders.
  • Demonstrating initiative, problem-solving, and strong organisational skills, including the ability to effectively prioritise to meet deadlines.
  • A demonstrated ability to apply the law in investigations and enforcement context.

To thrive in this role, you will:

  • Be able to balance the need to deliver against the need to develop and support a team.
  • Be someone who is comfortable to jump in and learn new things, who shows initiative and creativity in developing and delivering on their work.
  • Love leading and building teams, coaching and mentoring others and driving outcomes and high performance.
  • Be confident to give or receive feedback and contribute to a work environment where people feel valued, supported and safe to raise ideas.
  • Understand that how you do things is often as important as what you achieve.
  • Enjoy working in a collaborative and fast-paced environment.
  • Manage multiple and changing priorities, including to support other teams.
  • Enjoy and be adept at liaison and negotiation with internal and external parties at all levels, including domestic and international regulators and regulated entities.
  • Apply legislation and regulatory frameworks to investigations and enforcement matters.
  • Contribute to shaping the culture of the agency and its capability for the future.
  • Experience in a regulatory environment involving investigations and enforcement, and/or
  • Certificate IV in Government Investigations and/or a relevant equivalent qualification, and/or
  • Legal qualifications and/or experience in interpreting and applying legislation.

This vacancy is available on a non-ongoing basis and may be offered for an initial period of up to 12 months with the possibility of extension or becoming ongoing.

To be eligible for employment with ACMA, applicants must be Australian citizens.
