About the Opportunity

Lead a specialist regulatory function tackling illicit tobacco and vaping activity and emerging compliance risks across South Australia.

As Manager, Tobacco and Vaping, you will lead a specialised compliance and enforcement function, overseeing the operational delivery of regulatory activities under the Tobacco and E-Cigarette Products Act 1997.

This is a senior operational leadership role in a complex, high-profile and evolving regulatory environment. Reporting to the Associate Director, Investigations, you will work closely with senior leaders across CBS and AGD, the Crown Solicitor’s Office, SA Police, courts and other regulatory and law enforcement authorities to deliver effective and proportionate regulatory responses.

Where you will make an impact:

  • Lead complex investigations and enforcement actions: Oversee targeted and responsive inspections, ensuring lawful powers, effective evidence management and appropriate safety controls.
  • Lead taskforce and multi-agency operations: Coordinate taskforce and joint operations with SA Police, regulators and other agencies to respond to emerging and complex compliance risks.
  • Exercise regulatory judgement and delegated authority: Oversee enforcement actions, including notices and expiations, ensuring decisions are lawful, proportionate, timely and defensible.
  • Strengthen regulatory practice and outcomes: Oversee complex and high-profile investigations, providing guidance on strategy, evidence, procedural fairness, risk and prosecution or court proceedings.
  • Build specialist capability and performance: Lead specialist teams, set operational priorities and deploy resources to deliver intelligence-led, risk-based compliance and enforcement activities.

To be successful in this role, you’ll need strong leadership experience across regulatory, compliance, enforcement or investigation environments, together with sound knowledge of legislation, evidence and regulatory practice. Your ability to exercise sound judgement, navigate complex and sensitive matters, manage competing priorities and make lawful, proportionate and defensible decisions will be pivotal to your success.

This role will need you to hold a current driver’s licence and willingness to undertake intrastate travel, including overnight stays.

You’ll thrive in this role if you’re a confident people leader and communicator who can build capability, maintain high professional standards and develop strong relationships across legal, law enforcement and regulatory environments. Experience preparing or reviewing complex reports, briefs, recommendations or prosecution materials will be essential.
